PPWR Heavy Metal Testing for EU Export Packaging

Regulation (EU) 2025/40 entered into force on 11 February 2025 and generally applies from 12 August 2026. Article 5(4) limits the combined concentration of lead (Pb), cadmium (Cd), mercury (Hg) and hexavalent chromium [Cr(VI)] in packaging or packaging components to 100 mg/kg; Article 5(6) requires evidence in the technical documentation. The PPWR adds another practical requirement: the packaging itself must be documented as its provisions become applicable. This includes primary packaging, secondary packaging and transport packaging used to place products on the EU market.
For a garment exporter, the packaging file may include the export carton, carton tape, polybag, sticker, printed label, hangtag, paper band, inserts and pallet wrapping. A single missing packaging component can create buyer questions, shipment delays or additional document requests close to dispatch.
The PPWR heavy-metal check exporters should not ignore
Lead
Lead may be associated with pigments, printing inks, recycled materials, coatings or contaminated raw material. Printed and coloured packaging components need particular attention.
Cadmium
Cadmium can be a risk in some pigments, stabilisers or recycled inputs. Low detection limits and clear reporting units are important for buyer acceptance.
Mercury
Mercury is usually low in modern packaging, but it remains part of the four-metal compliance requirement and should be included in a complete packaging evidence pack.
Hexavalent Chromium
Cr(VI) is the restricted chromium form. Total chromium screening may be useful, but Cr(VI) confirmation may be required depending on buyer requirement, matrix and screening result.
Combined limit
The key comparison is the combined concentration of lead, cadmium, mercury and hexavalent chromium in the packaging or packaging component.
Technical file evidence
Test reports should be placed with supplier declarations, material details, sample traceability and the relevant conformity documentation.
Do not test only the carton. Test the packaging system.
A strong PPWR testing plan starts with a packaging inventory. Each material type and supplier-controlled component should be reviewed separately because inks, adhesives, tapes, coatings and recycled inputs can create different heavy-metal risks.

A practical PPWR heavy-metal testing workflow for exporters
Create the packaging inventory
List every packaging component used for the EU shipment: carton, tape, polybag, label, sticker, hangtag, insert, pallet wrap and any printed or coated item.
Separate by material, supplier and colour
Do not combine unrelated components. A white carton, printed carton, coloured polybag and printed adhesive tape may require separate sample identities.
Confirm accredited scope before testing
The report should clearly show whether each parameter and sample matrix is covered under the lab’s ISO/IEC 17025 accredited scope. Where a parameter is outside scope, it should be declared or handled through an appropriate accredited partner route.
Test and report in mg/kg
The report should identify the sample, method, result, units, reporting limit, accreditation status and conformity comparison. A good report also protects traceability through batch, supplier, PO or buyer reference where available.
Build the technical documentation pack
Place lab reports with supplier declarations, material specifications, packaging photos, risk assessment, relevant legal references and a declaration format for the responsible business to sign.

What a strong report should contain
- Clear sample name: carton, tape, polybag, label, hangtag or sticker
- Material and supplier details where available
- Batch, lot, PO, buyer, style or shipment reference where relevant

- Result in mg/kg with reporting limit and uncertainty where applicable
- Separate accreditation status for each test parameter
- Conformity statement against the PPWR heavy-metal requirement
- Authorised signatory and traceable report number
Accreditation must match the test.
A laboratory can be ISO/IEC 17025 accredited, but the specific packaging matrix and heavy-metal method must still be checked against the current accredited scope. This is one of the most important details for EU-buyer confidence.
Do not promise customs clearance.
Lab testing reduces risk and supports technical documentation. Final acceptance depends on the EU importer, buyer requirements, market surveillance authority and the completeness of the documentation file.

Errors that create rejection risk or buyer follow-up
