Why this matters now

PPWR is not just a packaging law. It is a shipment-risk control point.

Many exporters already manage product testing, chemical compliance, social compliance and environmental approvals. PPWR adds another practical requirement: the packaging itself must be documented. This includes primary packaging, secondary packaging and transport packaging used to place products on the EU market.

For a garment exporter, the packaging file may include the export carton, carton tape, polybag, sticker, printed label, hangtag, paper band, inserts and pallet wrapping. A single missing packaging component can create buyer questions, shipment delays or additional document requests close to dispatch.

Important: a laboratory test report is technical evidence. It is not the same as “EU approval” or “PPWR certification.” The manufacturer, exporter, importer or responsible economic operator must keep the technical documentation and issue the required declaration where applicable.

Lead

Lead may be associated with pigments, printing inks, recycled materials, coatings or contaminated raw material. Printed and coloured packaging components need particular attention.

Cd

Cadmium

Cadmium can be a risk in some pigments, stabilisers or recycled inputs. Low detection limits and clear reporting units are important for buyer acceptance.

Hg

Mercury

Mercury is usually low in modern packaging, but it remains part of the four-metal compliance requirement and should be included in a complete packaging evidence pack.

Cr

Hexavalent Chromium

Cr(VI) is the restricted chromium form. Total chromium screening may be useful, but Cr(VI) confirmation may be required depending on buyer requirement, matrix and screening result.

Create the packaging inventory

List every packaging component used for the EU shipment: carton, tape, polybag, label, sticker, hangtag, insert, pallet wrap and any printed or coated item.

Separate by material, supplier and colour

Do not combine unrelated components. A white carton, printed carton, coloured polybag and printed adhesive tape may require separate sample identities.

Confirm accredited scope before testing

The report should clearly show whether each parameter and sample matrix is covered under the lab’s ISO/IEC 17025 accredited scope. Where a parameter is outside scope, it should be declared or handled through an appropriate accredited partner route.

Test and report in mg/kg

The report should identify the sample, method, result, units, reporting limit, accreditation status and conformity comparison. A good report also protects traceability through batch, supplier, PO or buyer reference where available.

Does this apply to garment export packaging?
Yes, garment export packaging can fall within the packaging scope when goods are placed on the EU market. Typical items include export cartons, polybags, labels, stickers, carton tape, hangtags and transport packaging.
Will an EU buyer accept a report from Pakistan?
